China's central bank: no intention to gain trade competitive advantage through depreciation, never engages in competitive currency devaluation

The People's Bank of China issued the "Policy Position on the RMB Exchange Rate," clarifying that China implements a managed floating exchange rate system and has exited normalized foreign exchange intervention since 2017. The central bank stated it has no intention to gain trade competitive advantage through depreciation and never engages in competitive currency devaluation, only using macroprudential tools to prevent short-term overshooting under major external shocks such as the pandemic and the April 2025 tariff war. Since the 2005 exchange rate reform, the RMB has appreciated 23% cumulatively against the U.S. dollar, with the nominal effective exchange rate appreciating over 50%; since 2025, it has appreciated about 9% against the U.S. dollar. The central bank believes that using IMF External Balance Assessment (EBA) conclusions as "official evidence" of RMB undervaluation is a distortion and misuse.

As an L2, Starknet relies on Ethereum security, and Ethereum aims to achieve full quantum resistance by the end of 2029. If Starknet upgrades to L1, it could achieve this as early as 2027, at which point it could independently control its security migration and become a quantum-resistant network capable of public or private transactions and asset custody.
