Solscan data shows that the minting was executed by Circle, and the transaction has been confirmed successfully. This is Circle's third minting of 250 million USDC on the Solana network today, having previously minted 250 million each at 00:17 and 05:04, bringing the total minted on the Solana network today to 750 million USDC.
